About OneCyberShield

We've spent 35 years building the internet. Now we're protecting it.

Our team has been inside the infrastructure that powers modern American life long before the cloud vendors started charging cities to rent it back. We know exactly where the vulnerabilities are because we helped build the systems they exploit.

35+
Years combined experience

From fiber rings across Texas to command-and-control infrastructure trusted at every level.

Our story starts in the early days of competitive telecom, when Texas was just beginning to wire itself for the internet age. Our team was there building the state's first competitive access provider, laying fiber optic networks, and deploying SONET, Frame Relay, and ATM infrastructure for wholesale carriers and enterprise clients across the state.

We expanded nationally, leading the development of cutting-edge IP switching infrastructure. We played a central role in commercializing the global internet, shaping how IP-based services were integrated into the fabric of American business. We have been inside the biggest networks in the world.

After years at the highest levels of telecom and infrastructure, our team came back together with a singular focus: taking what we know about enterprise-grade infrastructure and making it available to the institutions that need it most. That includes the cities, counties, water utilities, and special districts that have been left exposed by vendors who prioritize the Fortune 500 over the towns and counties that hold America together.

We built OneCyberShield because we kept seeing the same story play out. A city losing dispatch. A water utility breached by foreign actors. A county paying a ransom because backups were on the same network the attackers walked through. We knew there was a better way. We had built it before, for far harder problems.

The cloud was never built for your city.

We have spent decades inside the infrastructure that cloud vendors run on. We know how it works and, more importantly, we know exactly where it fails.

When we looked at how American municipalities were storing the data that runs public life, the dispatch records, the utility billing systems, the court files, the body-cam footage, the citizen PII, the 911 logs, we saw an industry that had traded security for convenience and was paying for it in catastrophic outages, ransom payments, and class-action lawsuits.

Ransomware attacks on the public sector reached all-time highs in 2024 and have not slowed. Cities are paying millions in recovery and notification costs. CISA, the federal agency that was supposed to help, has openly told critical infrastructure organizations to plan for the day when help is not coming.

We decided to do something about it. OneCyberShield was built to give U.S. municipalities the same infrastructure protection that Fortune 500 companies and federal agencies use, deployed by the IT teams who already run the city, at a price structure that makes sense for a public budget.

"

We built the highways the cloud runs on. We know every on-ramp, every off-ramp, and every place a threat actor can slip through. That knowledge is what we use to protect your city.

OneCyberShield Engineering Team

A team built for this. Not adapted into it.

35+ years of combined experience across telecom infrastructure, enterprise cybersecurity, public-sector IT, and command-and-control architecture used in mission-critical environments. This is not a startup. This is a team that has been inside the infrastructure that runs the modern world.

35+
Years combined experience

Across telecom infrastructure, enterprise cybersecurity, and public-sector IT, our team has seen and solved every layer of the problem.

50
States in scope

We serve U.S. municipalities, counties, special districts, and small public utilities nationwide. Built American, deployed American.

24/7
Security operations

Our command-and-control framework monitors every deployed environment around the clock. Threats are identified and neutralized before they become a council meeting.

Telecom infrastructure veterans

We built Texas's first competitive access provider and helped commercialize the global internet. We know infrastructure from the ground up because we put it in the ground.

Cybersecurity operations specialists

Our security operations are built on the same C6ISRT command-and-control architecture used to coordinate complex multi-unit operations in mission-critical environments.

Public-sector IT professionals

We understand CJIS, IRS Pub 1075, HIPAA where it touches public health and EMS, and the unique procurement and compliance pressures facing American municipalities.

Critical infrastructure focus

From water utilities to traffic systems to 911 dispatch, we design our protection layer for the systems that have to keep running when everything else fails.

The people protecting your city.

Our technology leadership combines deep cybersecurity expertise with hands-on critical-infrastructure experience. These are the people watching the network when no one else is.

Dr. James E. Hrubes, Ph.D.

Chief Technology & Infrastructure Security Officer
Doctoral Scientist  ·  Command & Control Operations  ·  Strategic Infrastructure

James leads OneCyberShield's command-and-control operations, the framework that monitors, manages, and coordinates protection across every client environment we operate. His specialty is ensuring seamless communication and response between technology systems, security operations, and the multidisciplinary experts who run them across municipal infrastructure, public utilities, and critical facilities.

Using advanced command-and-control architecture, James and his team maintain real-time interface with every layer of a client's environment, from network hardware and server systems to physical facility security and regulatory compliance posture. When a threat is detected at 3 a.m., James's C&C framework ensures the right people and systems respond within minutes, not hours.

His approach is built on the same doctrine used to coordinate complex multi-unit operations in high-stakes environments: clear chains of command, real-time situational awareness, and protocols that hold up under pressure. That rigor is what separates a monitored network from a protected one.

Daniel Gelman

Chief Information Officer
B.S. Cybersecurity

Daniel leads OneCyberShield's security architecture, infrastructure design, and all client technology deployments. He began his career in cybersecurity before graduating, running vulnerability assessments and penetration tests for SMB clients while still completing his degree, and went full-time on the day he walked off stage.

At OneCyberShield, Daniel designed the deployment framework from the ground up: the zero-trust segmentation model that isolates municipal operational technology from the office side, the 24/7 monitoring and threat-response protocol, and the migration playbooks that move public-sector clients onto the OneCyberShield stack with zero data loss and zero service disruption.

Daniel operates under the direct oversight of Dr. James E. Hrubes, ensuring every security architecture decision and client deployment aligns with OneCyberShield's command-and-control standards. That chain of accountability is what keeps client environments airtight.

Every U.S. city deserves to protect its own data.

We exist to give American municipalities the infrastructure protection they deserve. Hardware and software your IT team deploys, owns, and operates, hardened against the threats that have been hitting cities for the last decade. No more renting protection. No more shared liability. No more hoping someone else's security is good enough.

i.

Ownership

Your data and your defenses belong to you. We deploy on your network, in your facilities, under your control. Permanently.

ii.

Transparency

Clear pricing. No hidden fees, no surprise charges, no vendor lock-in. What you see in the proposal is what you get on the invoice.

iii.

Accountability

We back the OneCyberShield stack 24/7 through our command-and-control framework. If something goes wrong, we are the people who answer.
